In 1967, Parliment reduced from fifty to thirty years the period after which the bulk of British official and State papers, including the Cabinet records, would be open to public scrutiny. The author has therefore been able to study these crucial years leading into the Second World War. He considers that the three broad issues upon which the cabinate can now be judged are surrendering unnecessarily over Czechoslovakia in 1938, not rearming in time, and failing to achieve an alliance with Russia, thus entering war in the worst possible circumstances. It remained Chamberlain's belief that he could avoid war altogether, but the report on the Cabinet minutes shows where and how he was wrong.
